CC ADD Enable Flag

The CC ADD Enable Flag lives at bit 1 of CGSWSEL (2130h). It designates which of the following two kinds of data should be added or subtracted from each other or not:
- when clear, it designates the fixed color
- when set, it designates the sub screen
