BG3 High Priority Bit

The BG3 High Priority Bit allows BG3 to be the frontmost layer, in front of even the sprites. It is bit 3 of BGMODE (2105h) and is effective only in Mode 1. When set, BG3 appears in front of BG1 and BG2.
